Year 20XX. Japan. In an effort to overcome a severe economic crisis, the special administrative district of “Shin-Koumi” was developed as Japan’s premier casino resort. Once part of Tokyo’s waterfront sub-center district 13, this area is now effectively governed by “Takasato-gumi,” the private casino operator—functioning as an independent nation. Despite the economic downturn, it maintains a certain level of prosperity. Amid unstable times where tomorrow remains uncertain, people flock to Shin-Koumi, dreaming of sudden fortune or seeking to escape their frustrations.
The city’s security has deteriorated as it accepts all manner of people. Decadence lingers everywhere, and crime runs rampant. The protagonist, Towa, lives in this city as a lodger at the hospital of an acquaintance, Doctor Taku. He leads a self-indulgent, hedonistic existence, never thinking about tomorrow.
Towa has a peculiar hobby: “painting human desire.” He creates oil paintings inspired by the raw, explosive desires buried deep within people’s hearts.
