Railroads are controlled by humanoid modules called Railloads. Hachirok, the Railload dedicated to the Type 8620 Imperial Japanese Railway steam locomotive—the top-numbered unit—awakens from a long slumber. Soutetsugu Migita, a railway accident survivor who accidentally awakens her, joins forces with Hachirok, his stepsister Hibi-hime (an artist), and Mayor/President Paulette to search for the missing Type 8620 steam locomotive and achieve their goals.

◎To reduce Mayor-President Paulette’s burden, Soutetsugu begins assisting with her policies, aiming to revitalize tourism through railway utilization. He proposes establishing “Goichiya Mine Treasure,” a theme park that transforms the abandoned Jutsusen coal mine into an experiential tourism destination for both coal mining activities and steam locomotive fuel sourcing.
