Year 20XX. Japan. In an effort to overcome a severe economic recession, the special administrative district of “Shin-Koumi” was developed as Japan’s premier casino resort. Once part of Tokyo’s Rinkai Subcentral Ward 13, this area has effectively become a nation unto itself, governed by “Takasato-gumi,” a private casino operating company, yet maintains a certain prosperity despite the economic downturn. As people gather in Shin-Koumi dreaming of striking it rich or escaping their despair in uncertain times, the city’s public order deteriorates, decadence lurks everywhere, and crime runs rampant.

Towa, the protagonist living in this city, stays at the hospital of his acquaintance, Dr. Taku, leading a carefree and hedonistic life without concern for tomorrow. Towa has a peculiar hobby: “painting human desire.” He creates oil paintings inspired by the explosive desires buried deep within people’s hearts, allowing desire to crash into him and channeling that experience onto canvas. His artist name is “euphoria.” He cares not if fulfilling desire leaves both himself and his partner on death’s door—for that is true “happiness” for them.
